I was the person who joined the Navy as an enlisted man, worked his way up the enlisted ranks in very short time, competed for a Commission in the Medical Service Corps (achieving the highest score ever recorded on the Officer Selection Battery at that time), was the youngest person to receive the Medical Service Corps commission from the enlisted ranks, was the final Officer in Charge for closing the Naval Hospital Boston (per order of the President), introduced the MUMPS Language to the government and Chaired the Committee of Multi-Service, Multi-Agency representatives of all federal health care systems that achieved the ANSI Standards approval for the MUMPS language that has provided the world's best governmental healthcare systems for the Veterans Administration, Public Health Service, and Indian Health Service, and was awarded the Defense Commendation Medal (individual award) for the many productive years of leadership, shortly after I retired from my Navy Career.
