Not only is it insane to financially help these foreign countries who hate us, have killed many Americans and will continue to kill more Americans, but it's also insane for us to borrow money from other countries that we can't afford to pay back, and then turn around and give it away; the government has to learn the concept that you can't give away what you don't have in the first place!
