Defund the whole thing now. It is a mess and in dealing with HealthCare.gov they are incompetent. They messed it up for me and I have had to try to fix it for 2 months during which I had no insurance for me and my family. If you are not going to get rid of it then get rid of the exemptions because it is unlawful to exempt people and companies from having to pay or be enrolled in this mess and making others pay.
