When given a second and third chance to affirm that only Congresss has the legal authority for offensive war operations of our military forces, Sec. Panetta blatantly and arrogantly refused to acknowledge the Constitutional requirement in this area. Question: To what legal authority will our military commanders look to if civilian authority (POTUS and SOD) refuses to adhere to constitutional mandates?
