I see both sides of the coin and there is much to commend both. BUT, with the high percentage of them belonging to "La Raza" and the attitude and actions that come with that, my stance is collapse the tunnels, build the fence and man effectively every square foot of it. Deport any illegal arrested for any type of crime - don't prosecute, just deport. The rest will leave of their own accord and may re-enter when we establish a workable, equatable system.
